What a Phytosanitary Certificate Certifies
A phytosanitary certificate certifies that the commodity has been inspected, found substantially free from pests and diseases, and is considered to conform with the phytosanitary requirements of the importing country. For GCC markets, "substantially free" is defined by each national plant protection authority against their regulated pest list for Indian origin commodities.
GCC Country-Specific Endorsement Requirements
United Arab Emirates — MOCCAE
The UAE Ministry of Climate Change and Environment (MOCCAE) requires an Additional Declaration on the phytosanitary certificate for pulse imports from India stating that the commodity has been treated with an approved fumigant (typically phosphine or methyl bromide) prior to export. The fumigation certificate number and treatment date must be cross-referenced. MOCCAE also requires a statement that the commodity is free from Trogoderma granarium (Khapra beetle).
Saudi Arabia — SFDA
The Saudi Food and Drug Authority (SFDA) requires both the Khapra beetle statement and a specific statement regarding Callosobruchus maculatus (cowpea weevil) for Toor Dal, Urad Dal, Moong Dal, and Chana Dal shipments. SFDA also requires the phytosanitary certificate to be endorsed by the NPPO officer's original signature — photocopies and fax transmissions are not accepted for Saudi phytosanitary clearance.
Qatar — Ministry of Public Health (MoPH)
Qatar's MoPH requires the phytosanitary certificate to include the lot number of the shipment and to match the lot number on the SGS or Intertek Certificate of Analysis. Mismatched lot numbers between these two documents are a common cause of phytosanitary holds at Hamad Port.
Kuwait — PAAAFR
Kuwait's Public Authority for Agriculture Affairs and Fish Resources (PAAAFR) requires a phytosanitary certificate with a statement of the origin of the seeds or planting material used in the crop from which the commodity was derived — effectively a seed traceability statement. This is unusual and catches exporters unfamiliar with Kuwaiti requirements.
The phytosanitary certificate is prepared 3 to 5 days before the vessel sails. It cannot be amended after the vessel departs. Getting the destination-specific endorsements right before preparation — not after — is the only way to avoid a hold at the destination port.
